In theory, we have this freedom right now in England and some other various localities. In practice, nobody takes advantage of it even when there is no legal barrier.
In no small part because even most of the police and many judges and prosecutors don’t think you have that freedom.
And even if they do there are too many people around who think executing your freedom is an invitation to sexual abuse, physical assault, and things like that.
Same in other countries where such freedoms exist. Germany comes to mind, Spain, and parts of the USA.
